HOW TO UPDATE MOBILE PHONE OS (WINDOWS) USING MOBILE DATA

This is quite simple and straight forward. Just put the sim (with the data settings which is ENOUGH to download the update) into another phone which has internet sharing. Share the network to the phone with whose OS you want to update, and start the download. NOTE you must cancel the any data limit settings in the phone you are using to share the network else the download won't start.
